Format of the Webauth URL - special characters support

Hi there!
I am trying a configure a Guest access via eportalv2 . So as portal server (Captive guest portal) we are using Cisco ISE. ISE's guest portal url is looking like this:
fqdn:8443/portal/PortalSetup.action?portal=579ff068-6bf8-4d44-906f-35a6aed798f4

When I have tried to configure this url, I got an error about not supported special characters.
At CLI i have
web-auth template eportalv2

url fqdn:8443/portal/PortalSetup.actionportal=579ff068-6bf8-4d44-906f-35a6aed798f4

[*]Does Ruijie WAC having something like portal url-encode enable?

[*]At docs I've read about Configuring the Format of the Webauth URL:

(config.tmplt.eportalv2)#fmt custom encry none ise-portal Guest url
WORDUrl string name
Unfortunately at this string also does not accept url contains '?'. Any manipulation with fmt did not bring to success or I just didnt catch up it how to used it :(

So the problem is about '?'. What can we do about it?

Dear sir

as I checked "?",It is a special character that cannot be configured on the command line of the device. Therefore, you can only avoid using this special character during the configuration

I cant avoid it. Format of portal url is preconfigured at Cisco ISE.
What about fmt custom encry none ise-portal? How it is supposed to use?

as I confirmed with my colleague,We can use "
#"
instead of "?" To avoid the current problem

The controller will then replace "#" with "?" when reading/executing the link?
