1. It is true indeed that the device is unreachable at sometime. Capture ICMP packets on the SNC server for verification and determine the observation period based on the alarm occurrence frequency.

Countermeasure: Ask the customer to locate and rectify the network fault. If the alarm can be ignored, you can enable the device not to generate the unavailability alarm in the alarm event.
