Is ip rate-control Used only in the NAT Environment?

No.
The ip rate-control function takes effect as long as the traffic platform is enabled on a device (for example, theACL, Policy-Based Routing (PBR), or NAT is configured). RSR77 routers do not support inter-card rate limit. Theoretically, as long as the ACL configured on an interface takes effect, the rate-limit function using the ACL takes effect. As long as traffic can be matched using ACL on an interface, the rate-control function can limit the rate of the traffic.
