No. The following error will be reported after a traffic-shape group is configured:

Ruijie(config-if-FastEthernet0/1)#traffic-shape group 121 3900000<

This command doesn't take effect in ip ref mode.

Ruijie(config-if-FastEthernet 0/1)#no ip ref

Solution:

1. traffic-shape rate or rate-limit is recommended.

2. Use RSR20-14E/F routers.
