You need to enable the jump function of guest vlan：

ruijie(config)#int g0/1
ruijie (config-if-GigabitEthernet 0/1)#dot1x guest-vlan 3
ruijie (config-if-GigabitEthernet 0/1)#dot1x dynamic-vlan enable  ---> onlyconfigure this can make guest vlan take effect.
