You can create ACL on EG210G-P to block users on one vlan from accessing Internet.
1st rule : allow this vlan accessing the other ip segment in your intranet.
2nd rule: block this vlan accessing from accessing another IPs, you can leave the dest IP blank when you are adding rule.

Yes, these rules executed sequentially.
rules for intranet access, so need to attached to LAN.
rules for internet access, need to attached to WAN.
