Yes, RG-S2928G-E V3 can support web management.
You can try to configure switch management ip address via this guide: https://community.ruijienetworks.com/forum.php?mod=viewthread&tid=1444 and try to login to its web interface to manage it.

Dear sir
You can type: show service to check whether the web management has been enabled on the switch.
If it is disabled, you can use this command to enable web service then check again:
config te
enable service web-server
