how to connect the office network 192.168.80.1/24 with the server network 192.168.137.1. They are in the same location. And if the server network does not use a gateway.

Dear sir

Do you mean you want to access the network from another site
if so, you can access another via VPN tunnl, but it will require another gateway device
So for the current requirment, it can not be supported by only one gateway device
