Is there any Switch containing these Specs?

I'm unable to find the required Switch on the Website , The requirements of Switch Are:
Layer 3 Switch

24 x 10/100/1000BASE-T ports, 4 x GE SFP ports
AC power supply
Switching Capacity: 260Gbit/sec
PoE+
Packet forwarding rate: 42 Mpps
So is there any Switch?

Such product cannot exist. You´re askin for 260Gbit/s Switching capacity in a switch with just 28 1G Ports.
28 1G Ports are just 56Gbit/s on the wire.
So 56Gbit/s is the maximum capacity such product can have.
E.g. RG-NBS5100-24GT4SFP-P would be exactly what you are asking.
With a switching capacity of 56Gbit/s of course; but the rest (POE, Ports, L3) checks out.
