Active Device: Responsible for managing the entire VSU system, synchronising configuration, time and respective table entries to all devices.
Standby Device: operates as a standby for Active, when Active fails, Standy will automatically upgrade to Active to take over the work of the original Active.
When a message is received, the device will query the forwarding table to forward the message from the correct outgoing interface, which can be either the local port or another VSU member device.
