Clients bypassing voucher authentication

Of the clients tap on the three dots at the top right corner of their landing page, the phone will give them options of 'do not use this network' or 'use this network as is'. Once the client chooses 'use this network as is' they are automatically given internet access for free. Has anyone encountered this problem and how did you solve it.
