HOW TO RATE LIMIT WITHOUT SMART FLOW CONTROL?

How do I achieve speed limiting on PPPoE clients and DHCP clients without the smart flow control?

I can't limit the speed of a pppoe client or dhcp client whether the SFC is on or not.

What the smart flow control is automatically limiting PPPoE clients and DHCP clients that's why the rate limit/speed limit set is now redundant.

The problem its causing is when I put a max speed limit to a client, its exceed it.

for example: i gave a client a 5mbps max up and down speed and they still get more than the max allocated speed.

There is currently no way to bypass the smart Flow control to speed limit for device
