with hardware version 1.60 and software version RGOS 11.4(1)B12P11, is it possible to directly upgrade to RGOS11.4(1)B74P6 ?

Yes, you can upgrade your RG-S2910C-24GT2XS-HP-E to RGOS11.4(1)B74P6.
According to the released note of the firmware, it's adapted with all S29 Series Switches.
