Voucher problème

Hello, I have a problem

i explain myself then when i create a voucher and i give the code for someone to connect he uses a tplink access point for example he connects through the access point so when he enters  the voucher code on his phone automatically everyone who is on the same network connects

it means that he can connect his entry in voche code so I always have to make sure to restart the getway every 2 hours

And also I have another concern there are people who share Wi-Fi through their infinix smartphone for example is there a solution for all these anomalies
