If you have not connect this devic to your ISP or other device can acess the internet, then generally it can not access the internet. If you want to check and confirm if this device can access the internet, you can try to ping on its web.

Yes, please kindly make sure the gateway has not configured the NAT, and also you can set an ACL to block the traffic. If you want to block all traffic, please input 0.0.0.0/0 or input the ip range you don‘t want them to acess the internet. The destination ip adress is 8.8.8.8.
