Can I set priority AP for device?

I have two AP, that separate one floor per one AP with same SSID profile.
I have serveral wireless device. There are distributed on both floors.
I monitor client list that connect to AP. I found some device from 1st floor connected to AP 2nd floor.
I need to set priority, If device on 1st floor must connect to AP 1st floor. but not fix AP because if some AP down all device can connect to another AP floor.

Can I configure on Cloud?

finally, your solution is separate SSID of each floor, right?
I need signel SSID and all device can connect to all AP, but they must connect to priority AP of each device.
why I don't want to separate SSID, because I need to redundant AP if some AP fail all device can connect to another AP.

Or can I set limited RSSI? example I have AP1 and AP2 and deviceA. If deviceA connect to AP1 with RSSI -75. AP1 will roaming deviceA to AP2.
